Week of March 16, 2026: Greeley Officer Arrested for DUI and Former Steamboat Springs Officer Arrested for Domestic Violence-Related Illegal Discharge of a Firearm
Welcome to my weekly sum-up. Every Monday I send out a short summary of the last week’s officers that have landed on Colorado’s Peace Officer Standards and Training public database of law enforcement misconduct and actions. They are not necessarily all actions that have happened in the last week, but those that have been added, and consist of any other context I could find.

This week are a few arrests and a batch of resignations.


Jesus Barron (CO-4204-6716)

  • Resigned while under investigation as an officer with the Thornton Police Department on March 12, 2026
  • No known former agencies

Andrew Sanders (CO-131087)

  • Terminated for cause as a deputy with Douglas County Sheriff’s Office on March 2, 2026
  • Previously was arrested on charges of DUI and assaulting an officer with bodily fluids
  • Reported on here.
  • Next hearing is on June 9

Tyler Tate (CO-3739-5718)

  • Westminster Police Department issued a credibility report against him on March 16, 2026 for knowingly making a “untruthful statement concerning a material fact or knowingly omitted a material fact on a criminal justice record, while testifying under oath or during an internal affairs investigation or administrative investigation and disciplinary process.”
  • Previously terminated for cause from Westminster Police Department on Dec. 15, 2025
  • Struck and killed a pedestrian who walked onto the road by Sheridan and 107th in Westminster late on July 4, 2023
  • No known prior agencies

Jonathan Tollefson (CO-107729)

  • Current Greeley Police officer arrested March 16th on charges of driving while under the influence of alcohol, obstructing a peace officer, failing to drive in one lane, and driving a vehicle with blood alcohol content higher than 0.08
  • According to Tollefson’s arrest affidavit, around 1 a.m. on March 16, 2026 Loveland Police officers pulled him over for weaving over lanes multiple times. Responding officers said he had bloodshot eyes and the car smelled like alcohol. Tollefson refused to exit the vehicle when asked and was removed by officers and handcuffed. He blew a 0.230 in a breath test.
  • Won an Officer of the Year award from the Windsor Optimist Club in 2008 while an officer with Windsor Police Department, according to the Greeley Tribune. The award was for his work in traffic enforcement, specifically DUIs.
  • Former agencies include Windsor Police Department and Johnstown Police Department

Brenton Allen (CO-4134-1634)

  • Resigned while under investigation as an officer with the Grand Junction Police Department on March 1, 2026
  • Formerly School Resource Officer in the Mesa County Valley School District

Paul Mynatt (CO-130467)

Lidia Frescas (CO-2498-5646)

  • Terminated for cause as an officer with Steamboat Springs Police Department in June, 2025
  • Issued summons on January 29 for domestic violence-related charges of illegal discharge of a firearm, prohibited use of a weapon, and reckless endangerment related to an incident in December 2025 involving a man with the same previous address as Frescas
  • A mandatory protection order was granted to this man who is a current officer with Steamboat Springs Police Department
  • According to Frescas’ Routt County Court case file, Frescas “unlawfully, feloniously, knowingly, or recklessly discharged a firearm into a dwelling, other building, or occupied structure…unlawfully, recklessly, or with criminal negligence discharged a firearm…unlawfully and recklessly engaged in conduct which created a substantial risk of serious bodily injury” to the victim

Michael Oliveira (CO-3043-7368)

  • Terminated for cause as an officer with Lochbuie Police Department in July 2023
  • Lochbuie Police Department issued a credibility report the next day for “crime or policy violation involving dishonesty.”
  • Issued a second credibility report in August 2023 for the same reason
  • Oliveira sued leaders of the department under the Enhance Law Enforcement Integrity Act claiming they reported a faulty finding of misconduct to POST. The act allows lawsuits against police officers for violations of rights under the state constitution. The case was dismissed in May 2024, Oliveira appealed, and the Court of Appeals declined to hear the case.
  • He was decertified for untruthfulness on March 16, 2026

Destiny Kulesh (CO-121-306)

  • Resigned while under investigation as an officer with Timnath Police Department on March 13, 2026
  • Issued a credibility report the same day because she “demonstrated a bias based on race, religion, ethnicity, gender, sexual orientation, age, disability, national origin, or another protected class.”
  • Timnath Police Department denied a request from Blue Surveillance for the relevant internal affairs report because “there is a significant privacy interest held by the former sworn staff member that would be adversely affected by release of these records,” and “the agency has a strong interest in maintaining the confidentiality of internal affairs investigations involving former sworn personnel where the matter does not involve alleged misconduct toward a member of the public.” Additionally, the agency says that “allowing unrestricted public access to internal affairs investigations that concern purely internal personnel matters, rather than public-facing misconduct, could undermine the effectiveness of internal disciplinary processes and the agency’s ability to conduct such investigations.”
