Week of April 20: Deputy Arrested for Sexual Assault of their Underage Child
Welcome to my weekly sum-up. Every Monday I send out a short summary of the last week’s officers that have landed on Colorado’s Peace Officer Standards and Training public database of law enforcement misconduct and actions. They are not necessarily only actions that have happened in the last week, but those that have been added, and consist of any other context I could find. Additionally are officers with otherwise obvious misconduct from around the same time.

This week had a lot of record requests not responded to, with a few former law enforcement officials with criminal charges.

Justin Lappegaard (CO-131100)

Jonathan Rollf (CO-116367)

  • Retired while under investigation as a deputy with Elbert County Sheriff's Office on April 7, 2026
  • Sued in his individual capacity in Plentyhoops v. Rollf et al in October 2022
    • It claimed “unlawful arrest, excessive use of physical force, and malicious prosecution” by Rollf.
    • The lawsuit claimed that one evening in August 2021 Rollf approached Plentyhoops in a parking lot in Parker wearing plain clothes and exiting a civilian car. It says Rollf identified himself as a Elbert County Sheriff’s Deputy, said he was conducting a traffic stop and asked for her license after accusing her of driving carelessly through the parking lot. Plentyloops initially gave Rollf her license, according to the lawsuit, but then went to his car and asked for it back after reflecting on not being in Elbert County, Rollf wearing plain clothes and the civilian car. Rollf refused, and the lawsuit alleges he then took her keys and restrained her from leaving. Parker Police arrive, and the lawsuit states that Rollf accused Plentyhoops of driving under the influence and assaulting him in his capacity as a law enforcement officer.
    • Plentyhoops was charged with second degree assault and driving under the influence. According to the lawsuit, the case was eventually dismissed and sealed. Further court documents show that the case was settled out of court in July 2023.

Gabriel Mendoza-Dominguez (CO-5554-9010)

  • Subject of a criminal charge as a deputy with Adams County Sheriff's Office as of April 21, 2026
  • Arrested for one count of sexual assault of a child under 15 from a position of trust, one count of aggravated incest against their own child, one count of sexual assault of a child, and two counts of “aggravated sex offense” which specifically, upon conviction, would lead to an indeterminate sentence.

Joshua Jiron (CO-139679)

  • Subject of a criminal charge as of April 20
  • Arrested for charges of felony menacing, prohibited use of a weapon, and obstruction of a peace officer, though arrest affidavit states that there is no probably cause for the felony menacing
    • According to the affidavit, a woman called into the Conejos County Sheriff’s Office to report that someone drove a truck into a fence. A witness elaborated that the man — Jiron — drove over railroad tracks and into the fence, looked around, then reversed out and entered the parking lot of a Family Dollar across the street. The witness believed he was under the influence. Matching the plate to an address, deputies arrived at Jiron’s home and eventually spoke with Jiron. He said he had been driving, denied hitting the fence, and admitted he had been drinking. Deputies asked Jiron for a license and vehicle information, he went inside to retrieve it, and the affidavit states that deputies could see Jiron inside visibly holding a firearm. Deputies ordered him out, and the reporting deputy states in the affidavit that they did not know what Jiron might do next, so deputies entered the house and arrested him. It continues that, during the arrest, Jiron was resisting and “landed on the older female present.”
    • Jiron did not appear at his latest court date on April 21.
  • Charged and found guilty of driving under the influence in January 2019, given a year of jail time, and a year of probation

Brian Pettit (CO-128437)

  • Arrested on March 2, 2026 for one charge of harassment through striking, shoving or kicking — was not employed with a law enforcement agency. Pled guilty, found guilty, given a deferred sentence of one year.
  • Larimer County Courts did not respond to a CORA request from April 21 for Pettit’s arrest affidavit by publishing.
  • Formerly a sergeant with Eaton Police Department until at least 2024
  • Formerly a Colorado State Patrol trooper
  • While off-duty as a trooper in January 2017, Pettit was charged and found guilty of two counts of careless driving resulting in injury
    • Pettit was driving his personal vehicle in Fort Collins with his 9 year old son in the car when he ran a stop sign and was hit by a car with the right of way. Himself, his son, and two others in the other car were injured and hospitalized afterwards. Eighth Judicial District’s Critical Incident Response Team investigated, even though Pettit was off-duty, and found that he was speeding and had drank alcohol at a birthday party earlier in the day. The District Attorney’s office did not press charges as it said it couldn’t prove Pettit was under the influence at the time.
    • Pettit received a sentence of three and half years probation, 180 hours of community services and a total $1,000 fine.

Officer updates:

Records that must come directly from a law enforcement agency are not required to be released within three business days, as it is with CORA requests to municipalities. Sometimes an officer is added to the database later in the week, and there isn’t time for records requests to come before the newsletter has to be sent out. Sometimes the records we get back are resumes or job applications without much more information, but sometimes they are documents that do lend more important details. Whenever any of these updates come in, we’ll put them here.
