Welcome to my weekly sum-up. Every Monday I send out a short summary of the last week’s officers that have landed on Colorado’s Peace Officer Standards and Training public database of law enforcement misconduct and actions. They are not necessarily all actions that have happened in the last week, but those that have been added, and consist of any other context I could find.

This week has additional news: Officer Evan Goudy of Hudson Police Department had his criminal charges dismissed by the Larimer County District Attorney this past week. He was charged with harassment which, according to the arrest affidavit, was towards an ex-girlfriend.

In terms of database actions, this week we were split between terminations/resignations and criminal charges. Multiple of these occurred earlier than this month, showing again a delay either through POST updating the database — though many actions are updated the day of — or through agencies in reporting to POST.


Christopher Williams (CO-139312)

  • Resigned in lieu of termination for cause as a deputy with Saguache County Sheriff's Office on Nov. 13
  • Previous action for being subject of a criminal charge — stalking — from Sept. 10
  • No known previous agencies

Christopher Isham (CO-138123)

  • Resigned in lieu of termination for cause as an officer with Gunnison Police Department on Dec. 2
  • Named in a 2016 legal analysis report by the Seventh Judicial District Attorney’s Office as to whether to file charges against Isham and two other officers for the shooting of Roy Gilmore in February, 2016. Gilmore’s wounds were not fatal. The 7th DA declined to file charges.
  • Named in a 2022 legal analysis report by the Seventh Judicial District Attorney’s Office on whether there was a required burden of proof to file criminal charges against Isham and three other officers for shooting and killing Gerry Cooper in 2021. Isham did not fire at Cooper —  he was part of the police response; the other officers did. The DA declined to file charges.

Glenn Thomas (CO-121209)

  • Retired while under investigation at Colorado Springs Police Department on Dec. 6
  • Arrested Nov. 2024 on allegations of sexual misconduct with a minor in Woodland Park, victim intimidation — the minor — in that case, and violation of a protection order
  • The cases were dismissed by the 4th Judicial District in July due to lack of evidence to convict
  • No known previous agencies

Kaitlyn Deines (CO-3052-8587)

  • Resigned in lieu of termination for cause on Dec. 2, though the POST database action does not list an agency
  • Possibly referring to her employment as a background investigator for the City and County of Denver which, according to her LinkedIn profile, she began in May 2024
  • According to Deines’ LinkedIn profile, she was a detective with Montrose Police Department until May 2024
  • Fountain Police Department also posted on Facebook in September about her continuing her career with them as a School Resource Officer
  • Previous agencies include Fountain Police Department and Montrose Police Department

Luke Zellman (CO-140164)

  • Terminated for cause from Colorado State Patrol as a trooper on Nov. 24, though this was not posted to the POST database until Dec. 15
  • Previously arrested in September for charges including: one count of sexual exploitation of child by having “accessed with intent to view, viewed, possessed, or controlled…sexually exploitative” video of a child; four counts of the same but with the addition of the child being “subjected to the actual application of physical force or violence”;  two counts of sexual exploitation of a child by having “accessed with intent to view, viewed, possessed, or controlled…sexually exploitative” material of a child; and six counts of the same but with the addition of the child being “subjected to the actual application of physical force or violence…”
  • The court case is still open, with the next court date set for Jan. 8.

Philip Sullivan (CO-115-037)

  • Previously mentioned in Blue Surveillance
  • Employed by Aurora Police Department since January this year
  • Fired after being charged with assault and prohibited use of a weapon following a domestic violence arrest by Westminster Police Department
  • Other charges included third-degree assault, two counts of knowing and reckless child abuse, harassment, resisting arrest and multiple weapons charges.
  • Terminated for cause action not updated to POST database until Dec. 15

Brandon Sanchez (CO-012-704)

  • Terminated for cause from La Jara Police Department as chief on Oct. 28 — action not posted to the POST database until Dec. 16
  • Sworn in November 2024 as an officer with La Jara PD
  • Sworn in as chief of police on Aug. 14, 2025
  • Previously resigned in lieu of termination for cause from Monte Vista Police Department Feb. 6 2023
  • Previous agencies include Monte Vista Police Department — sworn in on June 16, 2022 — and Alamosa County Jail

  • Arrested Dec. 11 for charges related to two separate incidents
  • First incident is suspicion of sexually assaulting someone while on duty
    • Charges include sexual assault, unlawful sexual conduct by a peace officer — while on duty, and unlawful sexual conduct by a peace officer — show of authority
  • Second incident handling of official records after conducting an on-scene investigation of a reported assault
    • Charges include attempt to influence a public servant, forgery, tampering physical evidence, and first-degree official misconduct
  • Joined Denver Police Department in 2024

  • Arrested Dec. 16 by Arvada Police on a misdemeanor charge of domestic violence harassment
  • Boulder Police Department placed Hill on paid administrative leave
  • Employed with Boulder Police since April 2025
