Welcome to my weekly sum-up. Every Monday I send out a short summary of the last week’s officers that have landed on Colorado’s Peace Officer Standards and Training public database of law enforcement misconduct and actions. They are not necessarily all actions that have happened in the last week, but those that have been added, and consist of any other context I could find.

This week we have a large amount of actions that are repeats of previous actions. It is unclear what causes this, but for this week, the following officers had actions that were exact copies of reported actions from up to a month and a half prior: Keith Hoyle (CO-5447-9340), Brandon Sanchez (CO-012-704), Thomas Janis (CO-3172-4757), Christopher Williams (CO-139312), Glenn Thomas (CO-121209), Philip Sullivan (CO-115-037), James Berry (CO-123186), Justis Reder (CO-6116-0062), Kaitlyn Deines (CO-3052-8587), Matthew Gronbeck (CO-113515), Christopher Isham (CO-138123), and Luke Zellman (CO-140164).


Spencer Davis (CO-980-175)

  • Credibility report from Summit County Sheriff's Office on Dec. 30, 2025
  • Still currently employed with SCSO
  • Previous truth issue from Colorado State Patrol from “dishonesty” about damage to the front bumper of his patrol car. Claimed he inspected the bumper and saw no damage and that he inspected again on his next shift start. Afterwards admitted he did not inspect the car before his shift. Internal affairs report found him to be dishonest. Report was completed and sustained June 9, 2022
